The nationwide ban on white disposable foam plastic tableware rolled out by the state starting in 2000 unlocked a golden growth opportunity for Anbao. Under this ban, instant noodle manufacturers were required to replace foamed PP bowls with eco-friendly paper bowls. Chairman Xiao Nan recognized that the instant food sector represented a vast market and the pivotal starting point for Anbao to focus on food packaging. The enterprise resolved to become a qualified supplier for the industry, and formally set its market development goal: to serve leading instant food brands.             With this clear objective in place, two landmark milestones shaped Anbao’s growth trajectory: First, backed by its well-defined market positioning, Anbao secured the status of strategic supplier to Master Kong in 2003. Second, in 2004, Anbao entered an in-depth cooperation with international capital partner Uni-President (Thailand) Public Co., Ltd. As a listed flagship food conglomerate boasting abundant capital and robust industrial strength, Uni-President Thailand co-founded Anbao Paper Products (Thailand) Co., Ltd. with Anbao. Meanwhile, leveraging introduced foreign capital, the two parties jointly established Chongqing Taibao Paper Products Co., Ltd. in September the same year, realizing thorough integration of technology and capital. To fulfill Master Kong’s supply demands, Anbao built production bases in Chengdu, Chongqing and Kunming respectively. Among its peers at that time, Anbao stood alone in adhering to the principle of “building factories wherever our clients operate.” The group also strengthened its standardized management system. In 2005, it became the first domestic packaging enterprise to obtain ISO9001, ISO14001 and HACCP food safety certifications, upgrading its comprehensive capabilities to meet the stringent requirements of top food manufacturers.   Marching forward side by side with Master Kong, the towering industry giant, alongside close collaboration with Uni-President Thailand, Anbao expanded its production footprint across multiple regions, continuously expanded production capacity and broadened market reach to achieve steady, sustainable growth.

In 2004, Chairman Xiao Nan attended Sichuan Provincial Foreign Economic Cooperation Conference, where he met the procurement team of Uni-President Thailand and reached a preliminary supply cooperation intent. Anbao had already manufactured two containers of goods ready for shipment when a notice to suspend delivery arrived from Mr. Chan Shih-Chang, Managing Director of Uni-President (Thailand) Public Co., Ltd.                  Earlier that same year, Mr. Chan and board members paid an inspection visit to Anbao. After touring the plant, production lines and paper packaging products, he immediately put forward a cross-border joint venture proposal and asked Chairman Xiao whether he was willing to build a factory in Thailand. Chairman Xiao readily agreed. His motivation to join the joint venture was to absorb advanced operation and management expertise and compete in the global marketplace. When asked what equity stake he desired, Chairman Xiao requested merely 1%, as he lacked prior experience and expertise in joint venture cooperation. One week later, the Thai partner granted him a 39% equity share outright, a testament to their high recognition of Anbao’s manufacturing prowess and rigorous quality control standards. The two parties subsequently founded Anbao Paper Products (Thailand) Co., Ltd., with its factory built on the original Uni-President Thailand plant site dating back to the 1980s. Anbao dispatched technical specialists and management teams to oversee daily operations. Now in its 22nd year of partnership, Anbao operates four production bases across Bangkok, Rayong, Chiang Mai and Si Racha, employing over 600 overseas staff. This cross-border collaboration triggered pivotal transformation within the enterprise: Anbao established a standardized financial management system aligned with listed company norms and set up a board of directors to steer corporate strategic development.                   Growth forged through partnership, this overseas deployment marked Anbao’s landmark stride beyond domestic borders into global competition, laying a rock-solid foundation for the company’s international expansion roadmap.

Before formally shifting to paper product manufacturing, a cross-industry venture into the communications sector helped the enterprise amass capital and refine its market-oriented operational mindset.             On August 7, 1998, Chengdu Anbao Trading Co., Ltd. was officially renamed Chengdu Anbao Investment Co., Ltd. Concurrently, the company invested to establish Sichuan Yanque Communications Co., Ltd., emerging as a core authorized agent of China Unicom Sichuan Branch. Trading laid the foundation of Anbao’s founding; paper container manufacturing stands as its core primary business, while the communications arm represented a bold cross-industry investment layout for the group. The mobile phone market was still in its infancy back then. Focused on mobile handsets and SIM card sales, the communications business posted an average annual revenue of RMB 200 million over its six years of operation.    In August 2004, Anbao wound down its cross-border communications business to fully refocus on its paper manufacturing industrial track. Though seemingly unrelated to its core paper container operations, this six-year cross-industry journey carried far-reaching significance. Its robust revenue streams generated ample capital reserves for the subsequent leasing and construction of paper product factories, procurement of advanced production equipment, technological innovation, and collaboration with key clients including Uni-President and Master Kong.         This brief yet highly rewarding cross-industry undertaking marked a critical phase of capacity building along the enterprise’s industrial development journey. It equipped Anbao with greater confidence to tackle challenges and forge steady progress throughout its subsequent transformation into a manufacturer.

In 2001, thanks to stable production capacity driven by technological innovation, Anbao supplied over 60% of Uni-President’s total purchased instant noodle paper bowls, marking the entry of both parties into a steadily growing phase of cooperation.     On October 26 of that year, a shipment bound for Uni-President’s Kunshan base in Jiangsu failed the customer’s random inspection due to foreign contaminants, prompting Uni-President to request a full return and rework of the entire batch. Upon hearing the news, Chairman Xiao Nan made an immediate statement: non-conforming products must never reach the market. He resolved on the spot to incinerate all paper bowls in this batch, upholding the bottom line that not a single defective item would leave the factory.    Flames blazed as all 156,000 paper bowls were burned to ashes. Though flawed products were destroyed, Anbao’s original commitment to quality remained unshaken. This fire stands as a lasting warning etched into the company’s development history. Since then, October 26 has been designated Anbao’s “Quality Humiliation Day”, permanently preserved in the corporate memory to constantly remind all staff to face mistakes squarely and hold quality in the highest regard.     This unforgettable lesson on quality from Anbao’s cooperation with Uni-President still serves as a stern reminder for every Anbao employee to this day. Joining Hands with Uni-President, Boosting Productivity Through Technological Innovation Anbao 30th Anniversary Special In early 2000, Anbao officially became a paper product supplier to Taiwan Uni-President Enterprises Corporation. To meet the customer’s stringent production standards, Anbao purchased a complete set of quality management manuals from Uni-President at a cost of 5,000 RMB. Using these manuals as a template, the company established and refined its internal quality management system, laying a solid foundation for its standardized quality control system in the years ahead. Every milestone of Anbao’s growth in the manufacturing industry stems from mutual dedication with its partners. The partnership with Uni-President stands as both recognition of Anbao’s manufacturing capabilities and a critical catalyst driving the company to upgrade its quality control system, pursue technological innovation and expand production capacity.     At that time, Anbao had just transitioned into manufacturing, mainly producing aviation cups, food containers, ice cream cups and single-layer paper bowls, yet it lacked mature production technology for double-layer paper bowls. The outer laminates of Uni-President’s double-layer instant noodle paper bowls initially had to be manually pasted one by one, with a maximum daily output of only 3,600 pieces per worker. As order volumes kept rising, the low efficiency of manual production became a prominent bottleneck, and labor-based output could no longer keep up with supply demands.       To ensure on-time delivery of orders, the factory frequently recruited large numbers of workers at the Jiuyanqiao labor market, and the workshop was filled with staff busy manually attaching outer laminates. Faced with low production efficiency and capacity bottlenecks, the in-house technical team stepped forward to innovate and developed semi-automatic ultrasonic laminating equipment for outer layer attachment. After the equipment was put into operation, the production efficiency of outer laminate processing increased three to four times, fully meeting the client’s demands. This technological innovation delivered a qualitative leap in production modes, completely phasing out the traditional manual laminating process and reshaping Anbao’s entire production workflow.     Partnering with Uni-President, We Resolved Capacity Shortfalls Through Technological Innovation. In 1999, the Chinese government issued the ban on white disposable foam tableware, imposing strict restrictions on highly polluting foam tableware products. The era of traditional foam tableware came to an end, while eco-friendly paper containers ushered in a booming market opportunity. While engaging in newsprint trading, Chairman Xiao Nan spotted this promising business prospect. At that time, a golden opportunity arose: Sichuan Xinyi Paper Products Co., Ltd., a former joint venture co-founded by listed firm Changjiang Packaging and Mr. Chan from Singapore, suffered successive years of losses due to poor operation and was put up for lease. Having spent years working in state-owned enterprises, Chairman Xiao Nan had long nurtured a dream of running a factory of his own. He therefore leased the plant at an annual rent of 1.48 million RMB, embarking on Anbao’s journey into manufacturing.     The road of entrepreneurship has never been smooth sailing, and crises struck abruptly in the early stage of transformation. The factory suffered a severe loss in its first year of operation, losing more than 700,000 RMB within twelve months. With an annual rental cost of 1.48 million RMB and a loss of over 700,000 RMB, Chairman Xiao Nan did a quick calculation and realized he could have earned more than 700,000 RMB if he had not rented the plant. He thus resolved to build his own factory to fulfill his long-cherished dream. He purchased part of the original equipment from Xinyi and supplemented it with a range of brand-new machinery. Chengdu Anbao Paper Products Co., Ltd. was officially established on September 3, 2001, laying a solid foundation for the enterprise to take root in manufacturing and forge deep into the real industry.     Anbao was an early entrant to the food packaging industry. Back then, the company was equipped with three German Wiemer forming machines, alongside other die-cutters and slitting machines.     However, professional engineers judged that one of the Wiemer forming machines could not be used for paper bowl production at that time. Drawing on his years of experience, Chairman Xiao Nan calculated moisture tension and conducted repeated debugging and trials, and finally succeeded in putting the equipment into formal paper bowl production.       This transformation from trading to manufacturing marked not only a pivotal turning point in the company’s development, but also the fulfillment of Chairman Xiao Nan’s long-cherished dream. In 1996, as reform and opening-up advanced in depth and the market economy flourished, the story of Anbao officially unfolded amid this great tide of the times. Anbao was born from the bold breakthrough of its founder, Mr. Xiao Nan. Having worked at a state-owned enterprise for many years, Mr. Xiao Nan took a medical leave to recuperate after a sudden illness. Upon his return, he faced a job reassignment. Standing at the crossroads of transformation, he made the resolute decision to embark on the path of entrepreneurship. The early days of the startup were fraught with uncertainty and hardships. Lost and searching for a way forward, he received guidance from Mr. Chan from Hong Kong, who recommended importing newsprint and proposed the brand name: Anbao.     Founder of Anbao: Xiao Nan, Chairman    Chengdu Anbao Trading Co., Ltd. was officially founded on August 7, 1996. The company’s first business consisted of importing newsprint from Russia, marking a brand-new starting point of Anbao’s pursuit of dreams. Cross-border trade in the 1990s carried extremely high risks. Relatives and friends all tried to dissuade Mr. Xiao, fearing he might fall victim to fraud and lose all his capital. This filled Mr. Xiao Nan, a newcomer to import trade, with anxiety. To ensure the smooth execution of the business, he traveled to Shanghai in person and stayed on-site throughout the customs clearance inspection process. At that time, private enterprises were not granted independent import and export qualifications and had to rely on state-owned enterprises to issue letters of credit on their behalf. After extensive coordination and negotiations with multiple parties, the maiden order was successfully completed. An entrepreneurial invoice embodying courage and hope was issued at last.     An old invoice bears witness to the original aspiration of entrepreneurship and laid the foundation for a thirty-year journey.
